Kathleen Bailey is a Quad Cities native and seasoned attorney with professional licenses in Illinois and Iowa. She has nearly 25 years of experience in both the public and private courts.


Licensed in both Iowa and Illinois with nearly 25 years of experience, Kathleen Bailey has a long history of fighting for women and children – and winning.

Ask the women and children she represented as Rock Island County State’s Attorney Assistant. Kathleen’s fearlessness in the courtroom won conviction in 80% of the child abuse and sexual assault cases she prosecuted. None of those cases were overturned on appeal.

In her tireless effort to secure justice for child victims of abuse, Kathleen recognized the need for a more just and gentle system where child victims could safely talk about their abuse. To meet that need Kathleen spearheaded the creation of the Children’s Advocacy Center. The center serves as a location for multi-disciplinary teams to interview victims once, eliminating the practice of having children re-telling the abuse that was inflicted upon them. Kathleen was also instrumental in passing a tax referendum to make Rock Island one of the few Illinois counties to have an advocacy center supported by taxes.


Kathleen remained focused on families after her transition to private practice in 1998. In addition to specializing in family law at private practice Stengel, Bailey & Robertson, Bailey continued to successfully represent a select number of personal injury and criminal matters achieving multiple jury verdicts for her clients.

Kathleen’s concern and commitment to the community reaches far beyond the walls of the courtroom. She is a dedicated community member who invests hundreds of hours back into the community she loves. Kathleen has served as a volunteer lawyer for both Prairie State Legal Services and HELP Legal Aid. She served two terms on the Board of Directors for both the Rock Island YWCA and the Child Abuse Council. Kathleen is currently involved with the Rock Island County League of Women Voters.

In recognition of her dedication to protecting children, Kathleen was appointed by the state-wide Director for the Department of Children and Family Services (DCFS) to serve for 10 years as a member of the Child Death Review Team. This multidisciplinary and multiagency team examines the child deaths in families that have been involved with DCFS. The goal is to set protocols to prevent similar cases and further protect children.


Kathleen is a native of Rock Island County and lives with Bill Stengel, her partner of 15 years. She enjoys gardening, golf, boating and her dogs, Hazel and Brownie.

As a candidate for Rock Island County State’s Attorney, Kathleen Bailey will use her passion for the community along with her nearly 25 years of experience to fight for the safety of all who live in Rock Island County. She’s a no-nonsense lawyer who has demonstrated her commitment to the community and she is ready to make the office of the Rock Island County State’s Attorney responsive to the needs of its constituents.
